It’s all Asian righting individual loose packages .. shoved in a wrap plastic .not even a bag … no instructions. No manual . They look like samples of some kind . That are not supposed to be sold .

Looks like this is a common occurrence that Amazon needs to address with its distribution centers. I just received an "empty" envelope address to me from the Coppell distribution center on Bethel Rd. Checked my orders and I'm not missing anything. Very strange indeed.
