Wouldn’t refund an order I never received, China

I saw an add for a portable treadmill on Facebook. The website was simple but I’ve ordered from plenty of similar looking ones with no issues in the past. So in early March I place my order. The order was never delivered and somehow the shipping info said it had been delivered (about 3 1/2 weeks later). So I emailed customer service, they apologized and offered to send a new one to my new address, so I accepted the offer and they told me it would be about another month. Fast forward to the first week in May and I see, again, it’s been delivered by the tracking info but this time to an address in a completely different city. At this point we’re in the third month and I just want my money back. Every. Single. Time. I contact customer care they’re offering to give me only s partial refund and on the condition that I use that money to buy my own replacement back. I explain, no, I don’t want that several times. Now I’m out $50 and I have no idea how or where to report this “merchant” to anyone who could do anything. Moral of the story, if it’s too cheap to be true it’s probably a scam.
