About 1,700 Shenandoah Valley Electric Cooperative customers in Winchester were without power on Wednesday morning, Feb 21. The electricity went out at approximately 9:30 a.m. The area affected was primarily along South Loudoun Street, from West Boscawen to Weems Lane.
