A weather system brought bitter cold and freezing rain to western Washington. The storm also caused power outages for thousands across the Puget Sound region. Puget Sound Energy (PSE) and Snohomish PUD were reporting the most outages Friday morning. As of 6 p.m., Snohomish PUD reported more than 3,900 customers were without power, PSE reported more than 11,200 customers were without power and Orcas Power and Light Cooperative, which provides service to San Juan County, reported 230 customers were without power.
