Pleasant Valley Boulevard, Altoona, 16602 Pennsylvania, United States

Power outages were reported on a mile-long, rectangular stretch of Pleasant Valley Boulevard in Altoona after a defective relay at the Penelec substation on Arlaryd Street near Park Hills Plaza caused intermittent power outages for about three hours on Tuesday 18. The outages lasted for only a few seconds each in an area between the substation and Van Zandt VA Medical Center, but they occurred at regular 9.5-minute intervals. Workers fixed the problem at about 1:30 p.m.
