The Oregon Trail Electric Cooperative (OTEC) reported power outages in Elgin at 12:06 p.m. on Thursday, Jan. 20. In a second update at 3:08 p.m., OTEC stated that the outages were caused by trees through the power line due to freezing rain. Approximately 1359 members in the La Grande District were affected. According to OTEC, the cause of the outages is currently under investigation.
