A power outage in Elmira left downtown and around 800 customers in the dark Friday morning, Mar 15 after an unexpected animal caused a problem at the substation. According to the City of Elmira Department of Building and Grounds, a squirrel had chewed through the wires at the substation, resulting in a large spark and cutting out the power.
