I ordered some shorts from Cyclone Sam (deononet.com) and nevever received the merchandise. After many emails and promises from them to re-send the merchandise and then to refund me 65% of my payment. I have deduced this is an online scam. Is there any recourse?

I ordered 2 fordable garages and they never delivered them. They sent me a tracking number for a company "****" which supposedly they were handling the delivery but they were also a scam.
