A Priority Mail that should've arrived in 2 days has been stuck in USPS Teterboro Distribution Center and now it's been 14 days with the same status (in transit arriving late). and now What?

I’ve been missing a Shutterfly package that was mailed on July 1st, from NY, to my cousin in Fl. It’s last known tracking in Teterboro, NJ. She still has not received it, as of today, Oct. 15. I contacted Shutterfly and they were nice enough to create a second book, which they sent direct to her in early Sept. she never got that book either. Finally she got the 3rd book they were nice enough to remake again and send out. I Put in a missing claim with USPS for the 1st missing book back in Aug. and I continue to get updates, “we are working on it”. What a joke!
