I received this at my home in PA. We're in a small town, and based on other reports to the police in other states - I contacted my nonemergency police line to report this. An officer stopped by but ultimately said to just toss it. My guess is that someone is sitting back getting off on all of this commotion caused from sending a near weightless prank through the mail. I can't guess what other motive there would be.
