A power outage left thousands in Southeast Portland without power Sunday morning, Oct 13, after an equipment issue at one of the PGE's substations. As a result, crews were required to de-energize the substation. At one point, the outage map showed over 8,000 customers without power. However, at 10:15 a.m., the number went down to 1,700 customers affected. Power has been restored to the area.Outage link: portlandgeneral.com/outages
