Midland County: 10,632 customers affected.
Gladwin County: 8,840 customers affected.
Osceola County: 8,413 customers affected.
Montcalm County: 7,265 customers affected.
Bay County: 6,978 customers affected.
Ionia County: 5,814 customers affected.
Lake County: 5,509 customers affected.
Ingham County: 5,088 customers affected.
