Unsatisfactory safety by PSE contractor, Homann Drive Southeast, Lacey, WA, USA

Some kind of utility work being done on Homann drive near Lacey Elementary, flaggers didn't have cones or signs out, flagger was standing on wrong side of the road, let traffic build up at rush hour times in morning, surprised when people don't see them.
