Ordered clothing from LIGUANBAO on 7-27-2024 and by August 8 have not received any acknowledgement or received anything PayPal involved lost 29.89. Then realized I never received tracking info. So why does PayPal work with a scam? Can I contact PayPal. For a refund?

Ph #568-678-**** will not connect; ordered placed 07/01 and cc transaction complete on 07/02 but no contact about order or delivery. CC Description says "musillclothingchillshoppe". There is a legit website/store for Chino Hills Shoppes, CA but no way to contact on my order.
