scam they stole my money, JCP USA&CA

i ordered and waited while they sent me fraudulent tracking info until they finally said they delivered product to a completely different state and told me nothing they could do about it. I paid 36.25 and they finally refunded 14.40 saying it was 80%. BBB cant take case as their website is not down.
