Safety Report: Package from online seller that I didn't order, Biddeford, ME, USA

Received a package from 188 South Mountain House Parkway in Tracy, Ca 95377. It's a small plastic bag with a harder plastic container and a small foam applicator inside of it. The container holds an off-white powder substance like eye shadow. I have NOT opened it. Should I report to Amazon or Ebay??
