The residents know all to well about notoriously faulty substations that supply power to Karns. But over the last two years the occasional inconvenience has become a genuine problem. I have driven around each time a inexplicable loss occured and each time the repair crew is at the exact same spot. Logic would dictate, the "band-aid" quick fix they keep redoing just ain't working.
