I never received my order from VMCF Clothfashion Mall, China

Sent email to customer service, they said to contact my neighbors if they received. They said they will send another order, never received. They will refund me 70%

Since I never received it, they said I would receive a credit. Have not received my refund, it's been over a month. Customer service keeps stating it takes a while, not this long!!
