Entire household has covid-19. Only one tested., Redding, CA, USA

My mom’s best friend’s entire household has covid-19. Only one family member was able to get tested. He tested positive. Everyone has symptoms including an infant. They’ve been quarantined by the DPH in Redding. One of the family members was infected by his housemates in SF. He traveled home before lockdown and has been there since.
