This complaint is regarding the management of a COVID-19 outbreak in December of 2021 at Illinois Youth Center - Chicago, one of five youth prisons operated by the Illinois Department of Juvenile Justice (IDJJ).The primary concerns outlined below are A) a lack of contact tracing and B) a failure to properly screen out staff who had close contact with positive cases or who reported experiencing COVID-19 symptoms themselves. Youth who tested positive were moved to a confinement unit (A2) but were not moved to the medical quarantine unit (D2) designed specifically for this situation and located directly off of the medical unit. Security staff working the quarantine unit are assigned to the unit for eight hours and are often assigned to a different unit the next day (no consistency leading to COVID-19 spreading to other units). Medical staff work on both the quarantine unit and throughout the facility on the same shift as well Hazard Location: Throughout the facility at IYC-Chicago but specifically on the youth living units.
