On January 24th, the OMB put out a memorandum outlining minimal principles that should be incorporated in order to meet the President's Executive Order for protecting the federal workforce. Other than issuing a mask mandate, our Agency is ignoring most of these principles. This includes: Maximum Telework - while our operations and maintenance workers are not telework eligible, there are many other positions located in the dams that are. Currently, the agency is ignoring the maximum telework mandate and it's business as usual. OMB principles say federal workplaces should be no more than 25% of normal occupancy. There is currently no restrictions or requirements for outside contractors to come into our dams from any place at any time. There is no screening whatsoever. There is supposed to be enhanced cleaning in common use, high touch, high density spaces such as lobbies, restrooms, elevators, and stairwells. This requirement is being ignored. Physical barriers such as plexiglass shields are to be installed where appropriate. This is being ignored. There is supposed to be a Covid-19 Coordination Team or a field office/agency component designee. Our agency doesn't seem to even know what that is. Finally, the Agency is supposed to update Covid-19 workplace plans and consult with the Union. I can say that the Agency has not reached out at all to work with the Union on workplace plans.
