' - Employees have experienced symptoms of shortness of breath, fatigue, frequent headache, and dizziness since the mandated wearing of a face covering. It is believed the wearing of a face covering creates an oxygen deficiency which is responsible for the symptoms when engaged in any type of activity. - The literature indicates impaired thinking or coordination can occur in an oxygen-deficient environment. Impaired thinking is not suitable in a prison where employees must always be alert.
