Smoke inhalation and COVID-19 contradiction. Complainant is a drive test examiner and she has health issues (asthma and allergies). She has a note from the doctor stating that she cannot go outside when air quality is bad. COVID-19 guidelines indicate that two of the vehicle's windows need to be rolled down to enable the air to circulate.
