Aethur Grenier scam, Germany

Germany

Hello, Arthur found me via Facebook and messaged me. He has been alone since his wife died, has two minor sons, lives in Nice, has a car company there, he has no parents or siblings. My photo was very nice, he fell in love with me. In the course of exchanging pictures and messages via Telegram with vows of love. In mid-September, the news came that he had to go on a business trip to Morocco, that he had bought cars that he wanted to pick up and sell at the port. He sent a photo of himself on the plane with both sons. He then wrote that he had problems, forgot his bag with papers, money and ID in the taxi, reported it to the police. Now he doesn't have any money, the kids are hungry. All my suggestions, such as friends, acquaintances, asking the embassy for help, were rejected as impossible. I should send 500 euros via money transfer, he would give me back the money if he came to visit at Christmas. After I didn't answer, I was asked why I wouldn't help because I was worried about the kids. I wrote that I think it's a shame that he wanted to deceive me and didn't get an answer anymore. The picture on the ID card matches the real person because he made a video call. I want to stop him, but there's probably no way to prosecute him for attempted fraud, right?
