No requirement for student masking and social/physical distancing in the classrooms. On August 5, 2021, The Illinois Board of Higher Education (IHBE) and Illinois Community College Board (ICCB) issued "Updated Higher Education Phase 5 Guidance" for higher education institutions. The guidance document refers to guidance linked from
the U.S. Centers for Disease Control and Prevention (CDC). This guidance, "Considerations for Institutions of Higher Education" updated on July 23, 2021, provides two sub-sections of guidance, one where everyone is fully vaccinated, and another where everyone is not fully vaccinated. Based on a review of jalc. edu/covid19, JALC is not requiring persons on campus to be vaccinated and as of 8/12/21 the JALC campus is in a CDC designated area of high transmission. Under Section 3 of the CDC guidance where everyone is not fully vaccinated, physical distancing is listed as a prevention strategy to reduce the spread of COVID-19. The latest CDC guidance also recommends that people wear a mask indoors regardless of vaccination status in areas designated as high transmission. While IL OSHA cannot directly enforce guidance from the IHBE/ICCB or CDC, the Illinois Occupational Safety and Health Act requires employers to protect employees from recognized hazards that cause or are likely to cause death or serious physical harm to its employees (820 ILCS 219/20(a)). Students not wearing masks in hallways, common areas, and classrooms. Students working together in small groups without masks. Instructors removing masks and allowing masks to be removed in classrooms. Non-teaching employees not wearing masks. No apparent mask enforcement. Due to a recent fire, entire departments are now
working from classrooms and smaller conference rooms in close proximity. Construction and maintenance workers not wearing or even seeming to have masks. In reference to the fire that occurred on or about August 12, 2020, a media report states that two employees were hospitalized as a result of the fire.
