This is part of a scam. You must have ordered something where the price was too good to be true (i.e., like a Home Depot overstock of generators, etc. are being sold for a fraction of the original cost). The "vendor " has no intention of sending you whatever the item is. Instead they send an empty envelope, or an envelope containing some worthless item, so that they can provide you with a Tracking Number to make you think that your order was legitimately placed and is being delivered. They also then use the Confirmation of Delivery to try to show that you "Received" the item that you ordered. I'd report this to your bank and cancel any kind of payment that you may have made.
