So I ordered off a site via a facebook add. It was suppose to be a garden trellis from China, but when it came it was 2 pairs of socks from this address. It was relabeled with this address as the sender, but I could see underneath the original address from China with the correct tracking number from my order.
So it's a scam, you order something and they send you something super cheap (instead of a garden trellis, a pair of socks).
For people who didn't order anything from any suspicious site (especially overseas/China) I would say they might be sending cheap things to random addresses to try to tell the buyer's (who they're scamming) that they sent the item. "But oh, look at the tracking, it shows delivered. Oh, was it sent to the wrong address? Just wait, we'll send it out again."
The scam is that hopefully their buyers will forget about it and they'll still get the sale.
