More than 4,000 residents in Vermont were without power on Monday as the second of three consecutive snowstorms barreled through our region. As of 10:40 a.m., most of the outages reported are in Windham County, where the heaviest snow has fallen, according to First Warning Meteorologist Ben Frechette.
