The Oregon Trail Electric Cooperative (OTEC) reported power outages in Elgin at 12:06 p.m. on Thursday, Jan. 20. In a second update at 3:08 p.m., OTEC stated that the outages were caused by trees through the power line due to freezing rain. Approximately 1359 members in the La Grande District were affected.
