The residents and businesses in the following areas will be affected includes those along the following streets in Newton :

* Cloverdale Road
* Fairground Avenue
* Foster Street, including residents on 825th Avenue, west of Fairground Avenue
* Shup Street
* Park Avenue
* West End Avenue
* Sycamore Avenue, south of Decatur Street
* Stanley Avenue, south of Decatur Street
* Ira Avenue
* Arca Avenue
* Lincoln Street
* Grant Street – and the 600 block of Curtis Street.
