4 Empty packages, California, USA

I now have gotten 4 of these packages 3 with cardboard 1 with about 12 of the label backing paper. All are coming from LX HAOYO 14915 177TH ST JAMAICA NY 11434.
it's quite annoying and clogging up the p.o. why are they doing this?
